Cancel University Choice?

Hey, I have just received an application letter from Chester University...They believe I am still going to their University...I do not want to go to University now....After having applied to Uni....Ucas wont let me change my application status because Chester Uni have accepted me....I do not want to go and how do I now open up my accepted place to someone else?
