Is it feasible for a private aerospace corporation with enough money to develop a nuclear powered spaceship?

I honestly don't know how the nuclear industry works in the US but I ume most of it is funded by the federal government and that nuclear energy is under the thumb of the NRC and DOE. So would such a project require government authorization or could a company do this all by themselves?
